after months of trying to track down the problem and replacing all the lines, they used a spectrum analyzer and walked around the town and at 7am tracked it to a person that turned on their old crappy tv every morning that caused high frequency interference.
At 7 a.m. -- "like clockwork" -- the device "picked up a large burst of electrical interference in the village."
