[QUESTION] Using Capture Card while having 100% GPU use

Hello everyone,
Last month i got problem with new games that they are using 98-99% of my GPU ( i have RX 580 8gb), for example Fade to Silence is using that even in main menu and thanks to that I can't start stream anymore.
So I thought if buying external capture card (thought about using this one AVerMedia Live Gamer Extreme 2 ) will help me with that or do you think that it wont help and maybe buying some low graphic card only for this will help.
My PC spec is :
GIGABYTE Z370 Aorus Gaming K3
32GB ram DDR4 (2 400MHz)
I5 8600k (3,6GHz)
VGA ATI Asus ROG-STRIX- RX 580 8GB (yeah i know i have asus ... not the great one, but thx to some bitcoins i got no other chance than to take this)
