Name : The french diplomat
S.P.E.C.I.A.L. : 3 7 3 9 7 7 4
Skills : Speech is required.
You will choose your second skill between Barter, Lockpick and Repair.
Chat will decide your third one between Small Guns, Melee weapons, Unarmed, Sneak, Medicine, Science and Repair.
Perks : You'll need to learn Child at Heart, Scoundrel and Impartial Mediation as soon as possible.
The rest is up to you. Combat Perks can be learned but need to remain secondary.
Bio :
Benjamin "Ben" Lee Moon grand-father used to read him stories about the Great War. He told his grandson how violence brought the war and how his ancestors had to lock themselves into the Vaults to survive. Ben promised him to do whatever he could to always sort his problems without violence.
Ben was bullied during his whole childhood by Wally Mack and learned the hard way that he won't be able to talk himself out of all situation. He isn't forgiving but wouldn't hurt someone from his Vault even Wally.
After receiving his BB Gun, Ben chose to use it only in last resort. Once the gun in his hands he realized he wasn't comfortable with handling weapons.
But sometimes some persons can't be reasoned. And even scared to death, Ben would have to fight for his life.
Playstyle :
You are not a diplomat, you just prefer to use a verbal approach. Words can hurt so use them wisely.
If Chat chose a combat skill, you'll have to use this type of weapons. If a passive third skill is chosen, you will be able to chose your one kind of weapon for the entire playthrough.
Your playthrough will be based on interactions with NPCs. In all kind of situation, you'll try to solve it pacifically. Sometimes it doesn't work, then you can use your fists, your guns or whatever you are able to handle.
If a situation turns into a gunfight you are allowed to fight to stay alive and get what you want. However if you are in a difficult situation and get under 40% of your maximum Health, you'll have to retreat.
During a retreat, you cannot engage an enemy unless he is blocking your way. You are wounded, so you can only use one-handed weapons. Once badly wounded you are allowed to regain health only when safe. You can prepare and go back if you are above 75% Health.
If you leave the combat location retreating and find new enemies, the same rules apply here. Do not engage them unless they are blocking your way or you are above 75% Health.
You can have bad, neutral or good Karma. It's up to you. You can use chat to make karma related decisions.
No mods required/allowed except fix/patches.

I was thinking if a "Vampire" playthrough for either new Vegas or 3.
Cohh has to kill everyone, but indeed EVERYONE, he can not be outside in the sunlight nor can he touch water, he must search for blood and sleep during the day, there might be fun mods for this (Like a 24/7 night mod, if it excists) but I'm not quite sure about that.
Also Cohh has to rely mostly on melee attacks (Like biting an enemy, sort of) and suck everyone's delicious blood.

Cohh i dont know anything about fallout, but i think you would like this
No Hoarder playthough:
Only the bare minimal to keep you a life
so minimal food/water etc.
as little bottle caps as needed.
limited ammo
1 melee weapon max
steal, only to throw it away
Bio:
you where a hoarder when life was good and dont want to life like that anymore nor do you want it for others therefor you steal everything you can find just to throw it away.

Then, and only then, will the TUNNEL SNAKES RULE THE WASTELAND!

What I would like to see is a playthrough where Cohh plays as himself.
Let the viewers see inside his mind, going on gut instincts, no reloading if dialogue doesn't go well. No reloading if Lockpick doesn't work.
I would assume he would pick science, lockpicking and? Who knows, let him show us!!
Just would be a unique look since he constantly role plays as a different character, why not see what Cohh would actually be like? Suffer the consequences for his actions.
I played through like this once and was really fun due to seeing how I would actually react rather than "gaming" me. Please seriously consider it. TONS of fun
another idea:
Since you are a vault dweller, why not play like it?
Tunnel rat (since the snakes don't like you)
Sneak
Lockpick/science
Unarmed or melee
Speechcraft
Since the tunnel snakes pick on you, I would assume small frame and intelligent.
Always sneaking around and trying to talk your way out of things but then trying to get even after talking your way out of situations.

Name: Toby Maguire The Human Spider
Selected Skills: S 5. P 5. E 5. C 5. I 5. A 5. L 10; Tag: Melee Weapons, Sneak, Speech
Playthrough Bio: Toby Maguire somehow survived the nuclear apocalypse (was there any doubt?). In surviving, he realised it was time to prove to everyone that Human Spider was the better name than Spider Man. Although he hasn't been building his strength, he has developed a fondness for melee weapons, somehow managing to do extreme damage in so few hits.
With this luck, he set forth on the Capital Wasteland, hoping to spread his name through legend. Hoping to end all Wars.
For War. War never changes.
Playthrough Style: The main focus of the character is melee, relying on pure luck to get you kills (This build really only works on very hard difficulty). Try not to rely on ranged attacks, rather charging in and also using VATS to your advantage. As the game progresses, you can look to start expanding to range, but try to use melee for the vast majority of the game, otherwise the game becomes a tad too easy.
Adding to this, every death you encounter, you must redeem it. Set yourself a ridiculous challenge with the circumstance (eg. you die fighting a deathclaw using a ranged weapon, change to melee/restrict weapons OR remove some armor...). Consecutive deaths reward harsher challenges. If you stack up 6 times, well... You may or may not have to Kill Your Character. Permanently.
Also, EXPLORE!
When you come across a new place, enter it with excitement (and fear). You need to.
Considering I have played a lot of Fallout 3, I was once challenged to this and I have to say, I found this very fun, as well as terrifying and scary as hell.
If you wish to undertake this: Good luck. You will probably need it.

Brawns and brains
Name: Your choice
S.P.E.C.I.A.L
10 3 8 3 3 10 3 3
Mandatory skills: Unarmed, science, medicine and repair
Stipulations: Can only fight using unarmed combat
Choices: Smashing... for science! Must defend against mean people.
Perks: Iron fist (all ranks), bloody mess, fast metabolism, strong back, paralyzing palm, chem resistant, computer whiz, rad resistance, chemist. In the order you find suitable. Nerd rage is optional due to allready having 10 strenght, but for getting that 50% damage resistance. Past 20 hand to hand focused optional but not a must.
The life in the vault was not an easy one, not being the prettiest of children and on top of that a brainiac you were often the target of ridicule, one day you got tired of that treatment and began pumping iron, lots and lots of iron. You built your body to the point of being the most muscular person in the vault. Those picking on you would not get their pay for their past treatment. You spared no means to achieve this strenght using what chems you could get your hands on, making your body highly resistant to chems after the time.
But it hand one drawback, you could not for the life of you grasp or shoot with a weapon because... science... You became incredibly adept at punching things to the point of mastery. But for some reason you can handle computers and repairs just fine because well... science...
Your body has become hardened and is prepared for the life in the wilderness, giving you the ability to produce resistance to most forces it would pit you againt. Your worst thing are bullies, and whenever you meet one you feel the need to punch it.

Name: Vera
Sex: Female
ST: 8
PE: 5
EN: 7
CH: 4
IN: 6
AG: 4
LK: 6
Selected Skills: Melee Weapons, Explosives, Big Guns
Playthrough Style & Bio:
As a youngster Vera was an atypical child. Living in a vault with few close friends, Vera developed an imaginary friend named Red to both keep her company as well as protect her from the bullies that surrounded her on occasion. Whenever Red appeared, people around Vera would get seriously injured, after which Vera would have no knowledge of what transpired. Her father James, a doctor and scientist, helped keep this behavior quiet from the vault overseer by treating the injuries and using his medical skills to "help" the victims forget.
Over time James was able to suppress Vera's additional personality with Red only emerging in some rare, isolated cases. Any time Vera hears the word "red" (and sometimes words that rhyme with "red") her alternate personality becomes triggered where she turns frenzied and extremely violent for up to a minute at a time. There was also an instance where Vera drank some irradiated water from a broken sink in the vault's maintenance section and seriously injured Stanley Armstrong, the vault's maintenance technician.
Quirks:
- Whenever an NPC uses the word "Red" (and sometimes when they a word that rhymes with it, at your discretion) Vera must choose any violent dialogue choices (which may lead to a fight); this frenzied effect will last up to a minute (might be helpful to use an on-screen timer for the stream)
- When Vera becomes irradiated (
advanced radiation poisoning and higher) all dialogue choices become the violent ones until her radiation levels go back down
- Having been a fan of her father's surgeries as she was young, Vera will gravitate immediately toward the
shishkebab (flaming sword) which becomes infinitely more useful when coupled with the
pyromaniac perk at level 12

Name: Star Garricks (Or whatever you want!)
Star is your Above average Vault Dweller, in some Respects. He loves to fix things and Tinker, so he usually kept to himself, which let him not Being to well with others. Starting at a young age, he loved to fix his BB gun, go down for Target Practice when he could, and Help the Vault Mechanic every so often with things. He cared for others more than himself, sometimes being called the "Vault Martyr" due to his Selflessness and helpfulness. Not everyone liked him though, other Vault kids bullied him cause he was always the first to know the Answer a question or seem like a Try hard. They beat him up, which helped him learn how to take a Punch or two, and learning how to slip away from these situations made him feel quite Lucky, as well as other close calls with Heavy lifting of tools and equipment, as well as fixing Machinery. Growing up in a Vault, he learned to conserve his Resources, and plan out his Moves when possible.

RNGesus
You will get a Random Number Generator and roll everything: Sex, SPECIAL, Perks, Skills and anything else you think you should that i have not listed its up to you if you should go around rolling to kill random friendly npc's in the wasteland.
You will roll for major choices eg: help blow up megaton, you can if you so please re-roll once for free, and a 2nd time with a price: 1) 50% of your caps and 25% of your spimpaks will be dropped. 2) 75% of your ammo for all weapons. (grenades and mines included)
For weapons Cohh can use what ever he wants to if he finds it, buying weapons will be rolled yes or no same for supplys eg: ammo and meds, unless he has no ammo or meds then he can buy a small amount of each without rolling.
Name: Mr/Mrs RNGesus
Sex: RNG
ST: min 1 + RNG
PE: min 1 + RNG
EN: min 1 + RNG
CH: min 5 + amount Cohh wants
IN: min 5 + RNG
AG: min 1 + RNG
LK: min 1 + RNG
Selected Skills: RNG, (Cohh can put a max of 10 points into Speech if he wants but only every 2nd level (this does not count to the 1st skill rolled rule) and can then roll for more to go into speech if he wants to by picking Speech as 1 of the 4-5 skills you roll for) You will pick 4 or 5 skills you want to put points into then roll each of the selected to see how many point you put in each till you have no more points left (1st skill to be rolled will always be the skill you need the least but after the 1st skill has rolled you can pick any in any order to roll)
Perks: Cohh will pick the perk tier eg: Cohh gets to level 6 @ level 6 he can roll for Lead Belly, Toughness, Fortune Finder, Gunslinger, and Demolition Expert then roll to see what he gets, he can always pick what ever tier of perks he wants.
The reason I give Cohh the choice of putting more points into Charisma and Speech is because his fallout 1 playthrough he doesn't want low Speech/Charisma for future playthroughs.
