Slow ram slowing my computer down?

I have
CPU:Intel i5 4440 3.10GHz
GPU:MSI 4GB GeForce GTX970
PSU:JSP PS-05-500W 80+
RAM

DR3 8gb 1600C11 crucial 800mhz
Motherboard:MSI B85-G41 PC Mate
Could the ram significatly slow down the computer? (Also dont count out faulthy RAM)

Im thinking to upgrade to Corsair Vengeance Pro 16GB (2 x 8GB) DDR3-1866 Memory (Im going to use the ram for streaming)
Or should i get a SSD in addition to a HDD?

I always say that the SSD upgrade is an amazing option for not a lot of money. I always recommend that as the first upgrade. I would say to upgrade the SSD first then see if it is still slow for you. let us know if you have any questions.

I'm not sure but I think your mobo doesn't support RAM faster than 1600.
And updating SSD is huge improvment at least it was for me

you are 100% correct, "DDR3 Memory DDR3 1066/1333/1600 MHz"
