Hello! I feel like I should make it clear this would be my first PC build.
So I've been wanting to start streaming and also be able to play new games for awhile.
I currently have an Asus Laptop with
Intel i7-4510U 2.00 GHz
8 Gb of RAM
and an Nvidia Geforce 840m
running on Windows 10

If I was going to build a new pc then
My budget is: I would like to keep it under 1000 usd, but that's not a hard cap.
I live in: United States (Georgia specifically)
Operating system: I would need one
Monitor: I would like to run a dual monitor set up with the screens being between 15-20 inches. Only one of the monitors should be included in the budget for now
Gaming resolution : I'd only be gaming on one of the screens and that would ideally be 1920x1080
Peripherals?: Need a keyboard and headset
Will you do overclocking?: no
What are you planning to do with the pc?: Mostly gaming, but I've been wanting to do some streaming as well.

My rig can do most games at 60 fps and I can stream games like WoW, Guild Wars 2, CSGO, LoL, Heroes of the Storm, etc. I can also stream some AAA titles.

The build is as follows:

Motherboard: MSI Z97 Gaming 5 (amazon price: $139.99)
RAM: RipJaws (amazon price: 2*4Gb: $43.64; 2*8Gb: $70.92)
GPU: Gigabyte Windforce GTX 970 (amazon price: $323.99)
PSU: EVGA 700W (amazon price: $60.00) you can go for lower wattage but if you're thinking of upgrading in a year or something its good to have the headroom.
Monitor: GW 2255 (amazon price: $114.33)
Keyboard: This is a very personal choice and I am not going to suggest anything but I do recommend going to a store and seeing which switch you like the most.
Operating System: On g2a.com you can get any of them for a good price.($50.00-$60.00)
SSD: Samsung 850 EVO (amazon price: $149.99)
HDD: 1TB Seagate (amazon price: $47.73)
Case: Cooler Master HAF 912 (amazon price: $55.98)
Headset: This depends on what you want. This site is great for reviews and looking for stuff with great prices: http://www.head-fi.org/
Total Computer Only:
With the 16gb RAM and the SSD you get $1165.76
With the 4gb and the HDD only you get $1036.20
You can change anything you want, its your computer, but don't cheap out on processor, motherboard or PSU.
You can buy any RAM you want just don't go under 8gb total

Keep in mind there might be a new GPU out of Nvidia this year. Something to think about if you have time.
