Is it worth it to build a new rig?

Hello! I feel like I should make it clear this would be my first PC build.
So I've been wanting to start streaming and also be able to play new games for awhile.
I currently have an Asus Laptop with
Intel i7-4510U 2.00 GHz
8 Gb of RAM
and an Nvidia Geforce 840m
running on Windows 10
If I was going to build a new pc then
My budget is: I would like to keep it under 1000 usd, but that's not a hard cap.
I live in: United States (Georgia specifically)
Operating system: I would need one
Monitor: I would like to run a dual monitor set up with the screens being between 15-20 inches. Only one of the monitors should be included in the budget for now
Gaming resolution : I'd only be gaming on one of the screens and that would ideally be 1920x1080
Peripherals?: Need a keyboard and headset
Will you do overclocking?: no
What are you planning to do with the pc?: Mostly gaming, but I've been wanting to do some streaming as well.
