How to submit on steam "Giveaways"?

I notice that often times random subscribers will give away games, where the chat can type !enter to enter the giveaway. What is the criteria for this? For I have a bunch of keys and games that I would like to give back to the community. Just curious if its possible.

You can ask mod in Curse App. they will help you with this one -)
