What build should I get (I'm poor)

Hey so I'm looking to build a new computer and I need some help to do so as this will be my first gaming build!
My budget is: roughly £300-£400 (preferably less if possible)
I live in:England UK
Operating system: (need or got one ? ) Need one, preferably windows 7
Monitor: (Do you need a monitor - and should the price of that be included in the budget?, if yes: what size would you want?) Have a monitor already
Gaming resolution : (What resolution do you plan on gaming in? Single monitor, more at the same time or? 1920x1080, 2560x1440, 2560x1600, 3840x1080 or something else?) resoultion is 1920x1080
Peripherals?: ( Need a new mouse, keyboard, headset, speakers or other gadgets? ) None
Will you do overclocking?: (yes/no)No
What are you planning to do with the pc? Play ESO

Okies - first of all - realise that £400 won't get you a brand-spanking gaming PC.. it will be willing n able, but corners will have to be cut :)

That's my suggestion - QuadCore i5, 8GB ram, 1TB hdd + somewhat ok gfx for playing 1080p in mid-details.
only thing missing is a DVD drive.. if £400 is a HARD limit and you NEED a dvd drive, you can skip 4GB ram n get the DVD drive

well here is my suggestion, some more known brands with a better gpu but weaker cpu but i got os but if you're low on money i would toss out the os and get it some other way(*creepy thug in an alleyway sneaks away*). I dont like having nobrand psus and lowend motherboards. i think my build is a bit more ballanced. i think you can play eso on med/high and MAYBE even better

Thanks for your opinions guys, will defo check them out, and £400 is a hard number as I'm still at college and don't have a full time job!
