Stream Pop ups ?? PLEASE HELP

How do i make pop ups like this stream at the 30seconds mark ?? can somone let me know please (these are highlights off his stream)

Animated gif's would be my guess with transparent background or a background colour that gets filtered, or no background at all

You will have to utilize some HTML technology and the CS plugin for OBS (XSplit uses HTML's natively if using that.) I think that is what cohh is using. I have adobe edge animate to be able to add that to the stream. I think that makes a smoother graphic than GIF images and is used for the websites like nightdev and the follower command.
