how should i split my starting points?

Can you guys give me tips, im going to buy Fallout 4. i want something related to Perks,

Hey, Zuho, what kind of gameplay do you like? If that's too broad of a question what other video games have you REALLY enjoyed, i'll try to compare and find a few builds that might interest you.

Panfoo's question is pretty relevant. Fallout is a game series that prioritizes allowing a number of very different playstyles to be successful. Depending on your difficulty level, skill level, and general interests in the game, your perk preferences can vary wildly.
If you're after unlocking and accessing every extra lore and loot option possible, you'll want Lockpicking (PER 4), Hacking (INT 4), and high Charisma (at least 7 or 8 after getting the SPECIAL book).
If you want early combat proficiency, you can choose between Gunslinger (AGI 1), Rifleman (PER 2), Commando (AGI 2), Big Leagues (STR 2), or even Heavy Gunner (STR 5) or Iron Fist (STR 1) to specialize, then back it up with Luck perks for crits in VATS, Stealth and Ninja perks in Agility, or defensive options from Endurance.
If you want base building, you'll eventually want Local Leader (CHA 6) and Cap Collector (CHA 1), and crafting uses perks like Armorer (STR 3), Blacksmith (STR 4), Gun Nut (INT 3), and Science! (INT 6). If you're super into crafting or base building, Scrapper (INT 5) will come in handy too.
So yeah, all depends on what you find you want at the moment. No level cap means no need to strategize an exact build from minute one. =)

I like being Sneaky and Deadly and i have enjoyed skyrim, sniper elite 2

Any interesting build you may like to try would be one that a different youtuber listed as his "James Bond build"
The stats he is using are as follows:
S:1 P:4 E:1 C:5 I:6 A:10 L:1
