$700 to $900 budget for an OC friendly streaming PC? That will be a little hard, tbh :/
When you say : Play on Dual Screen - does that mean you want to have the game span both monitors? What resolution is your 27"? 1920x1080 or 2560x1440 or?
Do you want the monitor included in the $7-900 budget?

For the remaining $'s in budget, you can choose to upgrade CPU to i7-4770K for ~$80 and consider upping the GTX770 to GTX780 for another $180.
Finally, another 8GB of ram could come in handy as a longer term investment, but not absolutely necessary right now for another $90
The CPU cooler can easily handle OC'ing, but you might want to add some 2x120mm intake fans in the front, should you go that way!
Alternatively, it's time for a Corsair 80 or 100 closed water loop, but only if you really want the pewpew OC'ing.
