My budget is:$1500
I live in:Utah
Operating system: Got one.
Monitor: I need a monitor, price is included in the budget, and have it be 16 in.
Gaming resolution : i plan on playing in 3840:1080 on one monitor but getting a second monitor eventually for streaming.
Peripherals?: I would need a keyboard and speaker.
Will you do overclocking?: No
What are you planning to do with the pc?: Mostly just playing until i can get better internet to start streaming.
Need help picking parts for a new gaming PC.

Ehm 3840x1080 isn't really a thing.. 1920x1080 is a regular FullHD monitor (really common and cheap). 3840x2160 is a 4K monitor and atm, that one monitor would eat your budget on just that.
And 16" monitor?

Yeah, Twitch973, this is only possible by using 2 monitors, each with a resolution of 1920x1080, in a unified desktop.
