My budget is: 1500ish it's variable
I live in :P ennsylvania
Operating system: I don't have anything.
Monitor: If one could be added within the budget then sure, but if not I can just get one later and use my tv for now
Gaming resolution : I don't know anything about this, I'll probably run it on a monitor and my tv
Peripherals?: I can get all that stuff later
Will you do overclocking?: no
What are you planning to do with the pc?: Gaming and then my college stuff but that's not a problem.

If you are looking to stay under $1500 then this may work for you: http://pcpartpicker.com/p/3nbGR
I usually find that the best places to look are linustechtips forums, Tom'sHardware and pcpartpicker. All three offer some great insight to what you can expect of certain parts and see what others have come up with. YouTube also does a wonderful job of helping out those that may be on a budget see what you could/can do with that budget. But as always they are simply suggestions and do not need to be followed to the letter.

Good luck and let us know if you need any additional help.
For my self this is something I do in the spare time that have so I am more than willing to help.

http://pcpartpicker.com/p/3nMek <-- this is my suggestion.
It's mostly a blatant copy of h3ll0jell0's - only with a smaller 750W 80+ bronze PSU but including a GOOD CPU Fan that doesn't interfere with ram or w/e.
The 860W Platinum was, while technically superior, a really over-premium priced product, and 750W is more than enough. If you game and maxload (350W draw from PSU - it's TOTALLY realistic with your build) your PC 100% for 8 hrs a day, you'll have an extra wattage consumption of 31W x 8hrs x 365d = 91.5kWh when using a bronze PSU vs. platinum PSU.
This compares with the 1022kWh that the PC consumes on itself. Most of the time, however, you will use your PC for browsing, watching movies/tv/streams, homework or whatever.. and that's like 75-80W tops. This means the difference would be 8W.
So you can do the math, depending on power prices and whether you pay for it yourself or not.

But right here n now, you can use the 750 Bronze and get a more silent PC and get on target for the $1500 budget instead of over.

i took the platinum just for the prenium and i know that 860 watt is way to much but i was thinking sli capabillity for the future, plus a platinum psu is something you can have build over build. but yeah i would rather go with a 750w gold( i think he can afford it) and a better cpu cooler. Im new to the american market and prices since i live in sweden and i dont know really which sites to look at(except pcpartpicker ofc).

here we go its 50$ over the budget but compared to ashardis you get a better and quieter fan for the cooler(coolermasters fan can ramp up to 41dba!!!!!) and more efficient higher quallity psu which will last forever(corsair is ok but seasonic is the best).
