okay so you have 1000 but would like to save as much as possible.
here's my "value computer" im not really sure if it's optimal for streaming but it will handle 1080p gaming like a charm. 700 bucks so there's room for perifials if you dont have those.
Here's my upgrade list in order:
1:i5 4690k/4670k 50 bucks(better for streaming)
2:Gtx 970/R9 290x/r9 290 120/90/50 $ (glorious fps!)
3:msi z97 sli krait edition 26$(looks better and better quality)
4:16gb ram just take the cheapset >1600mhz~50$
5:240gig ssd, take the cheapest that isnt samsung evo or kingston v300 ~30$
6:Evga supernova g2 750w(Best powersupply there is with outstanding warrenty and quality) +50$
Regarding how to build, its super easy and i will return tommorow with guides and tutorials, gotta hit the sack right now.
Yours truly

Keep in mind if you are building a PC for streaming your CPU should take priority over your GPU since it will be used for encoding. Having a good CPU can really help you achieve a good image quality on stream without having to raise your bitrate very high. This is especially important for non-partnered streamers who don't have transcodes.
Gotta catch em all...

http://www.boadica.com.br/produtos/f370/103895.html if you can find evga g2(only found 1000w+ and thats overkill) in your country this is my best bet, your psu is basicly this psu with a little bet better components and with a much higher pricetag
