I suggest Cohh to play with Killap's Fallout 2 Restoration Project for it has so much more game content and story-wise doesn't conflict with original version.

Finesse: This trait significantly boosts your chance to do critical hits which I find very useful and a fair trade off for the small damage reduction overall.
Gifted: The extra SPECIAL points given by this perk more than make up for the lost skill points. Especially given our characters high intelligence – meaning we end up with a high number of skill points to distribute each level up regardless.
Speech: Fallout 2 is a hard game and not only will a high speech skill make it a little easier, it’ll also allow you access to quests and dialogue options that would otherwise be inaccessible. As we all know Cohh is a completionest :p
Lock-pick: There’s a lot of locked doors and containers in the game world. Raising this stat early on not only gives yous access to the treasures that lie beyond these locks but is a nice little XP booster, as each successful lock-pick use gives you some bonus XP.
Small Guns: The small guns skill determines your character’s effectiveness with conventional firearms: pistols, rifles, smgs etc. These guns are the most common in the game and because of this a good choice for your main combat skill. You could always invest in a second combat skill like big guns or energy weapons later on if you wanted to. Small guns is a good place to start though.
Playthrough Style & Bio:
This play style will give you a well rounded approach to the game and make it easier to complete while still giving you the option to have companions with the under average charisma.
I haven't been able to think of a interesting backstory for this build, but i love it and it's tried and true.

It gives XP even for all unlocked doors, if you lock them successfully, but only once unlike with Pick-pocket skill.
Doubt Cohh will go around locking doors. That would be too boring, otherwise, very strong character build, one of the strongest once you get gauss pistol/rifle.

Perk progression: Level 3 Awareness, level 6 Quick Pockets, level 9 Better Criticals, level 12 Living Anatomy, level 15 Bonus Rate of Fire, level 18 Gain Agility, level 21 Action Boy, level 24 Sniper.
Living Anatomy is so op, especially against Bridgekeeper and Vorpal Rat.

I was thinking about how would a drug addict game be like, when you have to use all drugs you come upon - shops, corpses, containers, pick-pocketing, etc.
Do you save/reload to avoid addiction like I did when I played, but I did drugs only before hard fights or before reading skill books to lower stats/SPECIAL to get more skill points from them.
Considering how many Jets are in game and how many you can make and the 50% chance for addiction that would be a lot of saving loading.

No matter what you do, make sure that you get the .223 Pistol; I have great memories of that weapon. I used to kill the gun merchant in New Reno to get it.. though I know there are other ways.

.223 is a very good pistol, and PPK12 Gauss Pistol is even better, I'd say best small gun weapon in the game along M72 Gauss Rifle you can get one in Military Base or from merchant in San Francisco.

Isela is damaged goods. While her thieving abilities are exceptional, honed through years of just trying to survive in the depths of the vault, she has a few screws loose. Nobody in the vault could prove it, but Isela was thought to be the cause of several vault members exploding after someone left timed bombs in their pockets. Isela has the innate need to steal everything in sight, even sometimes when it can put her into bad positions.
Isela feels most comfortable using small guns and close, hand-to-hand weapons (including explosives). Even though she isn't intrinsically evil, she does enjoy being near her victims to enjoy the way the life leaves their shattered bodies.

Cohh on the stream said that drug addict game is when you use a drug as soon as it enters your inventory.
Then you could avoid drugs by never having them in inventory, and complete drug addict play without using any drugs ever.

As Cohh's loot addiction is getting more severe, I have to point out that there is a limit on how many items can be in a single map/location and it is 65535, I have had game save messed up because I didn't know that and kept on playing.
Tho one could leave stacks of items in many locations, in containers.

You are mistaken. For there is no need for water in fallout 2 nor food, there are some foods that can be used a heals, but they are not efficient and heavy unlike stim-packs that weight nothing and heal a lot.
Only good thing about foods is that they are cheaper than stim-packs.
