I would like to suggest the game "I have no mouth and I must scream", it's $6 on GoG right now and it looks "fun".
It sounds a little like the Fallout games, the last surviving humans living deep under ground under the watchful gaze of a computer called AM. It's a point and click adventure with graphics about equal to Fallout 2:[ATTACH=full]1711[/ATTACH]
If that doesn't raise the hair on the back of your neck then I'd like to add my vote to the first F.E.A.R. game, they get progressively more "gamey" but they're all good.

Upvoting for a Stasis playthrough since the game is amazing and it was meant to be played last year but Cohh never got the time for it o/
Also F.E.A.R. and F.E.A.R. 2 Project Origin are very good games and have enough tense atmosphere to make them Nopetober-worthy.
Edit: Forgot to add an idea, it fits the creepy theme and it would be something different as a stream for Cohh: Castlevania Harmony of Dissonance & Castlevania Aria of Sorrow. Both amazing games and this way more people could get into them, it's been a long time ago since they were released, still great.

It is a horrifying game and I would 100% back this if it were not also extremely difficult to figure out on your own. It suffers from not only "use everything on everyone" syndrome but also contains highly arbitrary conditions with very few hints regarding most but the worst of endings. Cohh really would need to use a walkthrough when he completes each prisoner's torture simulation and enters the final simulation.
