Software, behind the giveaway system

I was wondering if it's possible to get some more intel about the software behind the system, since I think it's a cool idea and that is shows up and stuff.

Direct question.
1. Is the software behind it "private"
if-so would it be possible to aquire it some kind of way or would I have to program my own system?
if not, what is the name?
