It looks rather dark now, but ingame it should fit in nicely.

Depending on limits regarding its size, might want to improve the image quality. Currently it looks like the edges are not smooth enough, both of the armored people as well as the font itself. You might consider switching from a normal animated gif to something that has less of an issue with fragmentation, though as mentioned above, the question would be what your options are and what you want to use it for.
As for the actual looks itself, I would slow down the blinking a little. Maybe thats just my personal preference, but this reminds me too much of those annoying christmas lights. Put up like this without the right background, it might look vhastly different regarding the whole athmosphere and all. If this is still up for discussion and not outdated already, mind putting it up with the right background?
