This is my first post I've been watching cohh for a while but just got into the community subbing and signing up for the forums so hello

My budget is: $300 but I can stretch a little up higher towards $400
I live in: Ma,US
Operating system: need
Monitor: was planning on using a TV for this some may not like this but it's what's I have
Gaming resolution : Like I said I'm playing on a Tv but planning to buy dual monitors
Will you do overclocking?: no
What are you planning to do with the pc: FALLOUT 4 of course most other games I would want to play don't require as much as fallout so I will set the standards at must play that

Hello I have built a few gaming PCs in the past for myself and my son, I'm in the uk and some shops with pre built "gaming " pc's just look cheap as at least if you buy the parts yourself least you know it's good brand makes rather than cheap parts for around the same price, I like building a PC as it puts a huge smile on ones face when you turn the PC and it works

Well my last PC I built was a gigabyte motherboard , Intel i7 920 2.66mhz now over locked to 3.6 MHz, with a huge aftermarket heatsink , 8gb ddr3 ram, and gtx 970 msi graphics card, I think now a most common processor a lot of gamers are using is a i5 4690k (socket 1150) and as long as you've got a motherboard with the same socket then just build your PC from that, remember a good power supply is needed as well as a good graphics card as that will be the work horse for your gaming. My PC is like 5 years old but since I've over locked it and got the gtx 970 it can handle any new game in ultra settings so that was the cheapest option for me until I can afford a new processor and motherboard. Ddr4 is out but really expensive so I would just look out for ddr3 memory and motherboard.

I'm glad you've found help building your PC. When on a budget, it's ALWAYS better to self-build. I've seen markups as high as $150+ over parts only costs in your price range, although there are some fairly reasonable companies out there, too. It's surprisingly easy to build your own PC, a good bit is plug+play with a little youtubing. Just make sure you check compatibility of the parts before you buy.

I will echo Jello's sentiment here; save just a little more or buy used. If you insist on building now, build a future proof system with room to upgrade. Adding some RAM or a GPU down the line is a great way to keep your budget comp running longer.
