perhaps if they are on different PCs but the same Steam account. I have the PC and PS4 versions. I played the PS4 version before the release date and then my buddy used my account to log in and download NMS on his PS4 and played there. His started a new game, but it's the same account. i'd test this but I don't have 2 PCs at the moment.

I believe the above link is the most relevant. The short answer is the game isn't built for it. The long answer is that the game does not naturally allow for or expect multiple players on the same game, but you can have multiple save states if you do some file movement and copying, have multiple PCs and Steam accounts and enable family sharing, or other shenanigans.
