Your can not respec in Enderal. Though I wouldn't worry too much about skill books because those points seem to be abundant. Your main skill tree, however, accessed via Meditate probably should not be spread too thinly. I don't know the max level (and therefore the max number of main skill points) in Enderal, so just a word of caution.
Skill books are located in the food category of your inventory. It's a game mechanics thing (single use, removes the book, has scripts tied to using the book). If you're having difficulty finding the book, switch to the food tab and in the top-right search box type the name or level (Apprentice, Adept, et al) of the book.
Skills in Enderal are improved by leveling up and by using skill books, not by using the abilities / skills / etc as in Skyrim.
Sky UI icons can be changed. ESC key, go to the Mod menu, go to SkyUI and change the icons of the UI there.
You can craft some health potions that do not raise Arcane Fever. I don't know if it's intended, but I certainly haven't modified it so it's a part of the Enderal crafting system.
Lock Picking: Scrolls are available for higher level locks. I wish that they were more common but if you can't pick Adept, Master, or whatever-level locks then look for the related spell scrolls on merchants. They'll have the level of the lock (ex: Master, Expert) as a part of the name of the scroll. If you don't plan on spending points in lock picking then you should probably buy those scrolls. In my experience they're rare finds out in the world, though your RNG may differ.
Storage! : Each town has at least one glowing chest. The inventory of the chest is shared, so you can stash stuff in Riverville and retrieve those items from the glowing chests in Ark or where ever you find one of the golden-glowing chests.
Major storage: You can buy a house in Enderal. Two are for sale that I know of. Get to Ark and head to the bank if you want to do this.
Banking: There's a bank in Ark. It has a savings account that slowly increases the funds that you deposit. Seriously. You can also rob some of the safety deposit boxes, but in many cases you will need to steal (or murderize the NPC and obtain) the key to open the box.
Shield bash can stop attacks if timed correctly. You don't need a shield to do this (single weapon without a shield, two handed weapon, bow, or shield + weapon all work). However, for bashing as a spell caster a shield is required. This also works against archers: They'll have to re-notch the arrow. Note that bashing costs stamina.
Arrows: Put the arrow away without firing the arrow by pressing "R" . This also works with spells that are ready to fly. (exception: Auto-dual wielded master-level spells, which may not even be in Enderal (I don't know), can not be "put away" once they're at max charge.)
Blue crystals don't always increase Arcane Fever, just usually. I don't know exactly how / why it works. Thus far I've noticed that the more blue crystals and blue lighting there is = the higher the chance of it increasing arcane fever, but even this hasn't been 100% true. However, there is usually something interesting near by so look around if you can manage it. Ambrosia reduces arcane fever by %20.
Mages: One of your main skill trees grants an ability that reduces Arcane Fever by %15.
Traps can be triggered by stuff. Drop something onto a trigger to keep it pressed (it won't activate again so long as it's weighed down) or roll things through trip-wire traps to cut the wire from a safe distance. Spells can also be used to trigger some traps, like the Magelight spell that sticks a glowing ball onto a surface (not the one that makes light float over your character, of course).
Please save frequently Cohh. It's still the Skyrim engine. It will crash at the most random times. This isn't because of Enderal. Enderal is pretty solid. This is because of Skyrim. Please become better friends with F5. Also manually save every now and then just because Reasons.
I'll put more useful stuff here later as I think about it. Need to do real life stuff now.

Meh tip: Bash with a torch to briefly catch them on fire. This does very little damage and isn't really worth it, but it's a thing.
Regarding master level spells and spell scrolls. Enderal may fix this problem. I have no idea if they're even in Enderal. If you decide to try a Destruction spell scroll and it's automatically duel wielded when you click on it, save the game before you use it. Vanilla Skyrim has a problem where master level AOE spells hit the caster. It doesn't end well for anyone (who has less than 100% resists).
Save files are 3+ MBs in size so you may need to trim your save files now and then.

I found a recipe for a backpack and cannot figure out how to craft it. Any tips?
Edit: Yes, as wendigorunner suggested. A backpack is made from leather, so ofc I should use a tanning rack. *derp*
Another tip if you're going mage: One of the first "perks" is Focus, reducing cost by 33% and has a recharge of 15 seconds. For me it did so I could kill 3 wolves instead of 2, with full mana.
Careful when entering shops at night, I went into a shop that was "closed" but the door was not locked. When I went in, the door was locked. So I had to wait until morning to get out. (Naturally I "rewarded" her kindness by stealing everything that wasn't bolted down.) If you meditate, you can wait it out there with no risk of getting the "trespasser" bounty. (Go make some coffee or something :p )

I haven't crafted a backpack (yet?) since I've found both a small and medium sized pack in the game world. Were I to wager a guess I would suggest using a tanning crafting station with the blueprint in your inventory.
