Monitor: already have monitor
Gaming resolution : (1080p for sure wouldn't mind higher when neccassary. But not essential. Only single monitor planned)
Peripherals?: ( no have everything needed
Will you do overclocking?: (no)
What are you planning to do with. I am early in video game development learning. Mostly will be playing games like overwatch, witcher 3, PUBG, LoL and other first person triple A titles. Have attached my thought of a first build. Below.

Hey there kfreakinp,
I would recommend a few small tweaks in order to get down to your target price point.
First, change out the 7600K with a 7600. The K model of intel chips allows for overclocking. You mentioned that you dont plan on doing this so save yourself the money.
Second, there really isnt any need for a Motherboard with the Z270 chipset. An inexpensive Z170 will be perfect with your build. I'd recommend the Asus Z170 Pro Gaming. This will save you ~$100, getting closer.
Third, you can save yourself about $15 by switching to a lower wattage PSU. Intel/Nvidia builds rarely get above 400W. My typical recommendation is that your peak usage shouldn't go above 80% of the max power. 550W should be plenty.
Last, I'm not certain of your current student status or the feelings around "Grey Market" places for purchasing a copy of Windows. If you are a student, you can often get windows through your school for very cheap (if not free).
