Streamtip, Can it withhold tips?

Hey guys,

Someone's tipped me but I haven't seen it on Paypal or Streamtip. My accounts are completely verified and I was able to receive smaller tips awhile ago. Has anyone encountered this?

I've never seen anything where they can hold payments, but it could have been that person got flagged for sending bogus tips, right as he was sending one to you. Is this guy a regular in your stream?
