Regarding financing you are probably on your own, when it comes to mini pcs i would say its best to build them yourself since they require alot of special parts to be optimal. So lets start of by putting of 100$ on a keyboard then you have 800 for a computer which is plenty for 1080p.
Overclocking is basically whipping your processor to work faster, it has one great benefit and that is peformance. Then there are 3 drawbacks which should be no problem if you know what you are doing/ are taking guidance from a person that knows what they are doing. The drawbacks are more power consumption, shorter lifespann(should be no problem since most processors today will be obsolete before they get a chance to "die") and last but not least heat. If your system isnt cooled well enough or if you dont know what you are doing its possible to break your cpu/motherboard but if you are cautios you should be fine. here are two videos on the matter.

Now to the build when it comes to truely mini pc gaming there are only 4 cases that you can use(maybe there is a 5th but that case is really strange)
Here im going to list them from cheapest to most expensive
First out we have the cooler master elite 130

Then we have
The fractal design node 304 (does exist in both black and white, the white one costs 30$ more though)

Then we the silverstone sg07/sg08(there is one version of the s07 with a window(which looks terrible imo), they are identical inside)
SG07(with window)

SG08
Then last but not least we have the quite odd but cool Silverstone Fortess-FT03-Mini (Silver and black)

Well now you choose your chassi and I/the cohhmmunity will choose the rest.
Have a good one
