i just built a gaming pc a few weeks ago has 16g of ram 500g SSD i7 4790k gtx g force 980 3g
i mostly play wow with this pc and at times my fps drops down to the low 30s in a 40 man raid. i have M.S.I after burner just so i can watch the GPU and the temperature it never goes above 60% gpu. so would a 2nd card even help?
to get a 2nd video card or not.

What res are you playing at? I would imagine a 980 would do better than that in WoW (never raided myself so I dont know, but that game is like 10 years old).
If you are 1080p, then a 2nd 980 is going to much. You could google around for some WoW- based benchmarks to be sure though.

That should be no problem at all, at what times are you getting fps drops but large group raids are known for killing your pc, i wonder what your cpu utilization is at during these raids
