It really comes down to what type of machine you want it for in the end. Gaming, Graphics, videos or browsing the net. For inexperienced users it is best to get a per built from places like ibuypower. The prices are pretty comparable to buying the parts out right. It also gives you a nice warrant and assurance it will work right away.
For gaming you want to focus on the graphics cards. I prefer Nvidia cards but do some shopping around before you comment. Just remember if you build it out right you have to worry about OS and part compatibility.
